and the Community Association

There
are
a
lot
of
rumors
and
speculation
regarding
the
status
of
our
town.
Because
of
these
often
exaggerated
tales,
Rocky
Ripple
Town
Board
President,
Robert
Tomey
asked
me
to
pass
the
following
information
to
our
community.
Our town is fully bonded and insured. Tomey, working closely with former Board President Greg Goodrich certified that all bond and insurance payments are up to date and we are financially protected. Additionally, our Marshal, Michael Kiefer is still on the payroll and there are no plans by either Kiefer or the town to change his status.
Rocky Ripple still has money in both savings and checking accounts and more funds will soon be forthcoming from property tax disbursements. Tomey further requested that I pass along the fact that on Monday, November 24 there will be an Emergency Town Meeting at the Rocky Ripple Town Hall at 7:30pm. The public is invited.

Community Association Announcement
There has been a
great deal of speculation and
misinformation that has been spread
around both with in and outside our
community. This is what has been
verified so far.
One week ago on
Tuesday Nov 11th Anne
Jansen did not arrive at the Town
Board meeting. Marshal Kieffer
found her in her home unconscious,
revived her and had an ambulance
remove her to the hospital. On
Friday Nov. 14th the
presence of all available members
from the current and previous Town
Boards and the current Board of
Directors of the Community
Association were requested to
present themselves at Town Hall to
speak with the Marshal . We were
informed of the serious nature of
the charges to be brought against
Anne Jansen as a result of
information she gave to her daughter
and each organization filed a police
report with the Marshal . A
spokesperson was chosen for each
group, to speak with the media
should they inquire and law
enforcement, Robert Tomey for the
town, Karen Stone for the Community
Association.
On Monday the
case was referred to the Organized
Crime Unit because of Anne’s
position as an elected official. The
charge is embezzlement and the
officers of the Community
Association have conducted a
preliminary audit of their accounts
for the current year. It is our
understanding that Anne is currently
in the psychiatric ward at Methodist
Hospital pending official charges.
I spoke with the
State Auditors this morning who have
custody of all of the Town’s and
Community Association’s records that
were formerly at Anne’s residence.
They have assured me we should have
our records to review by early next
week.
Let me make this
very clear - the existing balances
in the Endowment Fund have NOT been
touched. Anne Jansen never had
access to that account. The
authorized representative for the
Endowment Fund is the current
President of the Community
Association. Currently that is Karen
Stone. I spoke with our
representative at CICF the
organization that oversees the
endowment fund on Monday. I verified
that no disbursements have been
taken from the Endowment since its
inception. Only deposits have been
made by this and all previous
Boards. The only debits from the
account are the contractually agreed
upon fees charged by CICF and any
market losses due to the downturn in
the economy.
The Community
Association did suffer losses to its
Savings and Checking Accounts. We
will cover the relevant amounts in
greater depth when the Treasurer’s
Report can be presented. We have not
finished auditing the deposits. We
are in the process of arranging for
an independent audit, the time frame
it needs to cover will be determined
after we have once again met with
the State Auditors. All findings
will be made available to the
public.
Finally we will
be putting more checks and balances
in place with regard to the flow of
Association funds. Thank you for

The Rocky Ripple Emergency Management Team has devised a communication
system to provide residents with current information regarding the river
levels and the potential for flooding. During periods of
heavy rains or melting snow, a colored square will be placed in each of the
two glass displays located at the entrances into Rocky Ripple. The colored
square displayed will correlate with the river levels below. This action
will be prompted by information obtained from the National Weather Services
Advance Hydrologic Prediction Service and visual observation.
Recommended actions for orange alert
The above information is based on predictions and
suggestions. Please use your best judgment when deciding to evacuate ... and
above all, don't panic.

On
Tuesday, February 26, 2002 a bound version of the
first two years of monthly issues of
The Ripple Effect
was
officially received as a REAL Publication into the hallowed halls of both
the Indiana State Library and the Indianapolis-Marion County Public Library.
Earlier in the day another bound version of TRE was presented to Kathy
Diehl, Foundation Collection Supervisor, Librarian, Social Sciences Service
Section of the Indianapolis-Marion County Public Library.
The
Ripple Effect
archives will be kept in the Newspaper & Periodicals sections of both
Libraries.
